  Attachment 2: Preferential policies for technology-based small and medium-sized enterprises:

  According to the requirements of the Implementation Measures for Financial Subsidies for Enterprise Research and Development in Shandong Province (Lukezi [2021] No. 2), subsidy funds and policies such as additional deduction of research and development expenses shall be provided to technology-based small and medium-sized enterprises, high-tech enterprises, and cultivation library enterprises in a certain proportion for their R&D investment.

2. Obtain the qualification for cultivating high-tech enterprises at all levels.

   According to the Notice on Increasing the Risk Compensation Filing Limit for Science and Technology Achievement Transformation Loans in Shandong Province (Lukezi [2021] No. 33), starting from 2021, the risk compensation filing limit for science and technology achievement transformation loans will be increased from 10 million yuan to 20 million yuan.

   According to the notice requirements of the "Implementation Rules for Subsidized Loans for Science and Technology Achievement Transformation in Shandong Province (Interim)" (Lukezi [2021] No. 82), technology-based small and medium-sized enterprises will receive a certain proportion of one-time interest subsidies for science and technology achievement transformation loans obtained from commercial banks. The loan interest subsidy is based on 40% of the actual loan interest paid by the enterprise after completing the repayment of principal and interest. The maximum subsidy for each enterprise is 500000 yuan. 5. The loss carryover period for technology-based small and medium-sized enterprises is extended from 5 years to 10 years.
